Over-center latch xxxx pivot bolt frozen 3P Over-Center-Latch (OCL) ProPride 3P Hitch Parts

Can the over-center latch pivot bolt/pin be lubricated? There is rust around the bottom. I have tried PBBlaster to loosen it but not much help. When I get it workin I need to order a cover!
